Probably, that’s what the FBI choked on in Martha Ivery’s case as well.

The Devon and Cornwall police investigation only covers what allegedly happened in the mainland UK, any hypothetical Crown Protectorates in the Irish Sea/Caribbean, or unknown transatlantic Dominions, would have to bring their own proceedings at a later date.
